Sinopsis:
Dos años pasaron desde que la Mayor Motoko abandona el sector 9. Ahora Togusa lidera el grupo del sector y está en la investigación de un grupo de terroristas que tienen en común un extraño tatuaje en la palma de la mano y una vez cumplida su misión terminan suicidándose.Uno de estos terroristas antes de morir menciona un super wizard hacker que se hace llamar el titiritero, quien sería el que maneja a los supuestos malechores.
Por el otro lado Batou investiga por su cuenta sobre el asunto y por casualidad se topa con una intrusa que se roba unas muestras de un laboratorio. Esta intrusa había sido la Mayor que utilizaba un cuerpo diferente. Al preguntarle Batou que era lo que estaba haciendo ahí, la Mayor solo le advierte que tenga cuidado con la Sociedad de Estado Sólido y la deja escaparse.
Mientras Togusa y su grupo descubre que los terroristas muertos estaban infectados por un nano-virus posiblemente infectado por el misterioso hacker. Batou viendo todas las evidencias comienza a sospechar que su ex compañera podría ser el titiritero...
